Flooding – Richelieu River and Lake Champlain
Description
A Reference to investigate and report on the feasibility and desirability of regulating the flooding of the Richelieu River in Quebec for the purpose of alleviating flooding in the Richelieu River and Lake Champlain.
Outcome
The IJC concluded that a flood control structure in the Richelieu River was technically feasible, but it could not determine its desirability, believing that was a question more appropriately addressed by governments. It recommended a flood forecasting and warning system, as well as floodplain regulation and flood-proofing that would reduce flood damage.
