Description
An Application by the St. Lawrence Seaway Authority to construct the Toussaint Causeway and effect partial closure of a section of the St. Lawrence River because of an increasing number of accidents to downbound vessels entering Iroquois Lock.
Outcome

The Application was approved and the project was constructed.
