INTERNATIONAL JOINT COMMISSION
1999 GREAT LAKES WATER QUALITY FORUM
MILWAUKEE, WISCONSIN
SEPTEMBER 24-26, 1999
LIGHTLY EDITED, VERBATIM TRANSCRIPT
SATURDAY MORNING, SEPTEMBER 25
QUESTIONS AND DISCUSSION
Elaine Marsh, Cuyahoga Remedial Action Plan, Ohio
I guess I would like to echo the sentiments of looking at the issue of economic benefits and the
whole idea of the cost-benefit models that we are currently using to not only assess the value of
our resources but to assess the value of the potential degrading of those resources. This is
critical. It is something that must be done. We are faced with screams from unfunded mandates
and you could very easily fund those mandates by having the demonstration of the cost and
benefit of our resources. Now, we have seen models where these have been tried, and people
cried "voodoo economics." Economics is an evolving science. Murk is selling weather futures.
It's all voodoo. When are you going to get us a good witch doctor?
