CONFERENCE CALL

August 1, 2003


The International Joint Commission met on August 1, 2003 in executive session by conference call with Chair Herb Gray in the chair.

APPROVAL OF THE AGENDA

 

1.         Commissioners approved the agenda for the call, as noted in the items below.

 

SCIENTIST OF THE BIENNIUM

 

2.         Commissioners welcomed Drs. Michael Donahue and Isobel Heathcote, the Co-chairs of the Science Advisory Board and the award nominating committee, to the call and invited them to provide some background on the candidates and the process leading up to their nomination. The wide range of nominations was noted and based on the criteria for selection previously provided Commissioners agreed the award should be given to Dr Jan Ciborowski, University of Windsor. Commissioners expressed their appreciation to the nominating committee and directed staff to develop a communication plan to announce the award.


BIENNIAL MEETING - COMMISSIONERS WORKSHOP ASSIGNMENTS

 

3.         Commissioners approved the proposed Commissioners workshop assignment list for the Biennial meeting and agreed this information could be posted on the IJC website.



BOARD APPOINTMENTS

 

4.         The Commissioners approved the appointment of

 

Great Lakes Water Quality Board, U.S. Section

            Kenneth DeBeaussaert from Michigan as a member


            Council of Great Lakes Research Managers, U.S. Section

Dr. Edward Mills as a member for a three-year term



GREAT LAKES WATER QUALITY AGREEMENT (GLWQA) ADVICE

 

5 .        The Commission discussed the memorandum on providing IJC advice on the nature and scope of a new or revised GLWQA and agreed that such advice should be prepared with the assistance of the GLWQA Boards and in consultation with governments and released separately and in advance from the 12th Biennial report by March 2004 if possible. Commissioners agreed that staff should prepare a detailed action plan.



CONFERENCE/EVENT INVITATIONS

 

6.         Commissioners approved a policy requiring that all invitations to conferences (or any events) received by staff in Washington, Ottawa and Windsor be referred to the Secretaries for review so that Commissioners can be made aware of all possible speaking engagements that might involve the IJC. Commissioners also directed the Secretaries, the Director of the GLRO and the Senior Advisors to the Chairs to have a bi-weekly conference call to co-ordinate the Commissioners' and Commission Staff schedules.



IJC CO-SPONSORSHIP OF AIR POLLUTION WORKSHOP IN SEPTEMBER 2003

 

8.         Commissioners approved the recommendation of the International Air Quality Advisory Board that the IJC co-sponsor the above workshop to be held in Ann Arbor just prior to the Biennial Meeting and agreed that such sponsorship should be by in-kind assistance with the program and the use of the IJC name but not with financial support.





ENERGY BRIEFING

 

9.         Commissioners agreed to hold a separate conference call, if necessary, to review the program details prepared by staff for this briefing to be held September 8-9, 2003 in Vancouver, BC.



OTHER BUSINESS

 

10.       The Commission reviewed the memorandum from legal advisers concerning the possible sale of Corra Linn Dam by the present owners (Aquila Networks) and approved the wording of the reply to be sent by the Secretary, Canadian Section to respond to a request for information on this sale from Aquila Networks.
