The International Joint Commission met in executive session at the U.S. Section
office in Washington, DC on March 6, 2003, with Chair Dennis Schornack in the

AREAS OF CONCERN (AOC) SPECIAL REPORT

The Commission agreed to the revisions of the report and to hold a conference
call during the week of March 10, 2003 for final review of the report.
|
2003 BIENNIAL FORUM
|

|
The Commission:
-
approved staff recommendations for conduct of Stakeholder meetings on Thursday,
September 18, 2003;
-
approved staff recommendations for a reception for speakers, board members and
staff on Thursday, September 18, 2003;
-
approved time allocation for events on Friday, September 19, 2003;
-
approved workshop descriptions, directed designation of one board or individual
as the lead for each workshop, and directed staff to receive comments from
Commissioners and to propose shorter titles for workshops;
-
approved staff recommendation for Saturday, September 20, 2003 plenary sessions
and directed staff to identify agencies and organizations that have prepared
strategies;
-
directed staff to develop a program for presentation of the Scientist of the
Biennium award;
-
reviewed draft budget for the meeting;
-
approved fee for RAP- LaMP workshop attendees to cover meal and incidental
costs; and
-
approved registration materials subject to minor edits.

WATER USES REPORT

The Commission approved staff recommendations on the conduct of a meeting to
develop a Commission report and to meet with federal, state, and provincial
representatives on April 30, 2003 or May 1, 2003, in Chicago.

LETTER TO SENIOR OFFICIALS
|

The Commission directed staff to prepare letters to newly elected and reelected
governors, premiers and members of Congress and Parliament along the entire
border introducing the IJC. The letter to Great Lakes governors also would ask
them to designate their leads on water uses.

ANNUAL REPORT
|

|
The Commission approved the annual report subject to inclusion of Commissioner
editorial comments.
|
RAINY LAKE
|
6.
|
The Commission:
-
received a briefing from Commissioner Olson on his visit to the Rainy Lake area
on February 17, 2003;
-
agreed to move ahead with the appointment of local individuals to the Control
Board with a target date of August 1, 2003, for completing action; and
-
agreed that the appointment of advisory board representatives would be
concurrent or subsequent to selection of board members.

ST. LAWRENCE STATUS ASSESSMENT

The Commission approved the status assessment for release using staff proposed
release plans.
|
LAKE SUPERIOR PEAKING AND PONDING
|

|
The Commission received an oral update on the status of peaking and ponding at
the structures on the St Marys River.
|
CEC-IAQAB WORKSHOP
|
9.
|
The Commission approved the printing of the CEC-IAQAB Workshop proceedings.
|
INTERNATIONAL YEAR OF FRESHWATER
|
10.
|
The Commission agreed to incorporate the reference to the International Year of
Freshwater in IJC activities and to appropriate use of the Year of Freshwater
logo.
|
ENERGY SYMPOSIUM
|
11.
|
The Commission agreed to postpone the meeting on Energy currently scheduled for
May 2003, until fall 2003.
