APPROVAL OF THE AGENDA

  1. Commissioners approved the agenda with the addition of three items to be discussed under Other Business.

MINUTES

  1. Commissioners approved the draft Minutes of the October 18 – 22, 2010 Semiannual Executive Meeting, as modified, and the Minutes of the Commissioners' conference call of October 15, 2010.

OFFSHORE WIND POWER IN THE GREAT LAKES

  1. Commissioners received an update on wind energy and other renewable energy developments in the Great Lakes and agreed to invite outside experts to brief the Commission on offshore wind power development at the December 2010 Executive meeting.

LAKE ONTARIO - ST. LAWRENCE RIVER (LOSLR) WORKING GROUP

  1. Commissioners received an update on the status of the LOSLR Working Group's efforts and their November 8-9, 2010 meeting in particular, and they noted the progress the Working Group has made toward developing a solution for regulation of the Lake Ontario - St. Lawrence River system.

RED RIVER/DEVILS LAKE

  1. Commissioners received an update on the Commission's International Red River Board's discussions on the Devils Lake Fish Pathogen and Parasites (FPP) Study and agreed that Secretaries should pursue written confirmation from DFAIT and State Dept that the earliest realistic deadline for completing the FPP study is March 31, 2011.

ST. CROIX

  1. Commissioners approved the nomination of Darryl Pupek and Jean-Francois Bibeault to the International St. Croix River Watershed Board for two year terms effective November 15, 2010 and the posting by the Board on their webpage of additional “Frequently Asked Questions” on the alewives adaptive management plan.

INTERNATIONAL WATERSHEDS INITIATIVE (IWI)

  1. Commissioners noted the completion of several IWI project reports and approved releasing them to the public and posting them on the Commission's website.

ACTION ITEM LIST

  1. Commissioners reviewed the current list of IJC Action Items and confirmed that they will receive drafts of the 15th Great Lakes Water Quality Biennial Report and Great Lakes Spills Report on or about the dates expected.

OTHER BUSINESS

  1. Canadian Co-chair for the Great Lakes Science Advisory Board (SAB)
    Commissioners approved the appointment of Dr. Dan Wicklum as a member and Canadian Co-chair of the SAB for an initial two year term from November 15, 2010 to November 14, 2012.

  2. Canadian Co-Chair for the International Upper Great Lakes Study (IUGLS) Board
    Commissioners approved the appointment of Dr. Syed Moin as Acting Director of the IUGLS and interim Co-Chair of the IUGLS Board for four months starting November 22, 2010, while the current Canadian Co-Chair of the Board serves as Acting Secretary of the Canadian Section of the Commission.

  3. December 2010 Executive Meeting
    Commissioners confirmed that the December Executive meeting in Washington, DC will start on Monday morning December 6th and agreed to consider whether Executive meetings in 2011 should also begin on a Monday.

DECISIONS TAKEN VIA POLLING

  1. Oil and Gas Drilling in the Great Lakes
    On October 28, 2010, Commissioners approved a response to an October 6, 2010 letter from 16 members of the U.S. Congress in which members raised the issue of a ban in Canada on oil and gas drilling in the Great Lakes.

  2. Nuclear Waste Transport on the Great Lakes
    On Oct 28, 2010, Commissioners approved a response to seven U.S. Senators who had written letters dated October 1, 2010 to the Canadian Minister of the Environment, the Secretary of the Canadian Nuclear Safety Commission, and the Administrator of the U.S. Pipeline and Hazardous Material Safety Administration, with copies to the IJC, in which the Senators expressed concern about Bruce Power's proposal to ship radioactively-contaminated nuclear steam generators through the Great Lakes.
