APPROVAL OF THE AGENDA

  1. Commissioners approved the agenda with the addition of three items to be discussed under Other Business.

MINUTES

  1. Commissioners approved the draft Minutes of the Commissioners' Executive Meeting of July 12-13, 2010, as modified, and the Minutes of the Commissioners' conference calls of July 9, 2010, and July 23, 2010.

LAKE ONTARIO - ST. LAWRENCE RIVER (LOSLR) WORKING GROUP

  1. Commissioners received an update on the status of the LOSLR Working Group's efforts and noted the progress the Working Group has made toward developing a solution for regulation of the Lake Ontario - St. Lawrence River system.

RED RIVER/DEVILS LAKE

  1. Commissioners received an update on plans for the September 14-16 meeting of the International Red River Board and the tour of Devils Lake.

OTHER BUSINESS

  1. Lake of the Woods Rainy River Task Force
    Commissioners discussed the Lake of the Woods Rainy River public consultations that took place in the basin August 31 - September 2 and requested that the Task Force consider how to better incorporate First Nations and Tribes into the study process and to provide recommendations to the Commission.

  2. October 2011 Great Lakes Water Quality Biennial Meeting
    Commissioners received an oral update on planning for the October 2011 Biennial Meeting and noted that advisers will provide a note with more details at the October 2010 Semi-Annual meeting.

  3. 15th Biennial Report
    Commissioners received an oral update on the drafting of the 15th Great Lakes Water Quality Biennial Report and noted that advisers are on track to provide a draft report for Commissioners' review at the October 2010 Semi-Annual meeting.

DECISIONS TAKEN VIA POLLING

  1. Phosphorus Pollution in the Great Lakes
    On September 8, 2010, Commissioners approved a letter alerting the governments to increased phosphorus loading in rivers that flow into the Great Lakes and urging them to ensure that appropriate monitoring and control programs are in place to address the problem.
