The International Joint Commission met by conference call on April 12, 2007, chaired by Commissioner Allen Olson. Due to scheduling conflicts, Commissioner Brooks provided comments in advance.

  1. MINUTES

    The Commission approved the minutes of the Commissioners' Conference call on March 16, 2007.

  2. APPOINTMENTS

    The Commission approved:

    1. Great Lakes Water Quality Board

      The appointments of Sharon Bailey and Peter Meervel as Canadian members for three-year terms, and the appointment of Basile Van Havre as the Interim Canadian Co-Chair.

  3. BRING-FORWARD SYSTEM

    The Commission noted that no IJC letters to governments from November 2006 through January 2007 required follow-up inquiries and that recently received letters required IJC responses.

  4. SEPTEMBER EXECUTIVE MEETING AND THE 2008 SCHEDULE OF MEETINGS

    The Commission approved the 2008 Schedule of Meetings and the start of the Executive Meeting in Windsor, Ontario, on September 10 at noon, and ending on September 11, 2007 in time to allow for travel home that night.

  5. AIR QUALITY COMMITTEE PROGRESS REPORT

    The Commissioners received an oral report on the public comment period that ended in March noting that the Seattle and Vancouver meetings were held but the Ottawa and Toronto meetings were cancelled. A total of 24 written submissions were received, 12 from governments (state or provincial) and seven contributions from major organizations. A first draft synthesis report is anticipated by the end of June.

  6. INTERNATIONAL AIR QUALITY ADVISORY BOARD ENERGY SYMPOSIUM

    Commissioners received an update on the July Energy Symposium noting that the advisory committee's first teleconference is tentatively scheduled for the third week in May and the three lead advisers are expecting to have a site visit in June to finalize logistical arrangements.

  7. MEETING WITH GOVERNMENTS DURING SPRING SEMI-ANNUAL MEETING

    The Commission discussed the draft agenda for the meetings with governments noting that two items, the Great Lakes Water Quality Agreement and the Lake Ontario - St. Lawrence River Study, were to be discussed in detail. Commissioners also agreed that informal updates concerning the Flathead (by governments) and St. Mary-Milk (by the Commission) would be desirable.
