Commissioners approved the minutes of the February 2,2007 Commissioners' Conference Call and February 6-7 Executive Meeting.
- LAKE ONTARIO - ST. LAWRENCE RIVER STUDY (LOSL)
Commissioners discussed the nature and timing of anticipated further consultations with governments, asked staff to hold working-level discussions with government officials soon in preparation for Commission discussions with governments on April 20 as part of its Spring 2007 Semi-Annual Meeting, and requested that staff reserve more time for informal discussions with governments at that April 20 meeting. Commissioners noted draft documents prepared by staff, will provide any comments individually to staff for their use in preparing subsequent drafts, and discussed professional production assistance.
- CHICAGO BIENNIAL MEETING
Commissioners agreed to invite Mr. Stuart Brand to give the keynote speech at this June's Chicago Biennial Meeting.
The following items record decisions taken by the Commission subsequent to its February 6-7, 2007 Executive Meeting and before this March 16,2007 conference call:
- DISCUSSIONS WITH GOVERNMENTS IN APRIL
Commissioners agreed that the subject of April's informal discussions with governments
should be the review of the Lake Ontario- St. Lawrence River Order, that staff should develop documentation that could be shared in advance leading to those discussions, and that staff should frame for further Commission discussion how Commissioners might subsequently address Great Lakes Water Quality Agreement institutions and governance Issues.
- CHICAGO BIENNIAL MEETING
Commissioners approved the concept of offering participants a "Great Lakes Short Film Festival" through invited amateur films using the medium of YouTube, and instructed staff to pursue the idea with YouTube, share the YouTube "Terms of Use" with Commission legal advisors, and, if practical, implement it.
- SUPPLEMENTAL ORDER FOR RAINY LAKE
Commissioners approved, in the matter of emergency regulation of the level of Rainy Lake and of other boundary waters in the Rainy Lake watershed, a Supplementary Order to the Consolidated Order prescribing Method of Regulating the levels of Boundary Waters, dated January 18,2001, due to the on-going severe drought in the basin which is a situation that the 2001 Consolidated Order did not anticipate.
- APPOINTMENTS
Commissioners approved the appointments of LTC William J. Leady as the Acting
Interim U.S. Chair of the International Lake Superior Board of Control from March 21 to April 13, 2007; of LTC John S. Hurley as Acting Interim U.S. Chair of the International Niagara Board of Control from March 21 to April 13, 2007; and of LTC John S. Hurley as Acting Interim U.S. Chair of the International St. Lawrence Board of Control from March 21 to April 13, 2007.
