The International Joint Commission met by conference call on August 11, 2006, with Chair Gray chairing.

  1. GREAT LAKES WATER QUALITY AGREEMENT REVIEW ADVICE
    The Commission:
    1. discussed and approved Draft 4 of the report subject to minor edits,
    2. agreed that that the Special Report: Advice to Governments on their Review of the Great lakes Water Quality Agreement, August 2006, constitutes a report of the Commission and that the Secretaries are authorized to sign this report for the Commission and to transmit it to the Governments of Canada and of the United States,
    3. agreed that staff should provide its relevant Boards and governments courtesy advance notice of the report,
    4. approved the draft letter transmitting an advance copy of the report to the governments, subject to adding that the IJC is attending working group meetings of the Agreement Review Committee, and
    5. agreed to post advice of its Water Quality Board and Council of Great Lakes Research Managers on the web and noted plans for staff to develop a draft Commission policy regarding public versus private advice from its boards.

  2. OSOYOOS LAKE PLAN OF STUDY
    The Commission:
    1. approved the International Osoyoos Lake Board of Control's draft Plan of Study subject to removing two conclusory statements from the executive summary,
    2. approved draft letters to transmit the approved Plan of Study to governments subject to minor edits, including that the Commission will be seeking the resources needed to support carrying out the Plan, and
    3. confirmed staff seeking potential workshop partners for a possible "State of Osoyoos Lake Workshop", which the Commission approved in principle in April 2006.

  3. MINUTES
    The Commission approved minutes of its June 2, 2006 conference call, its June 7-9, 2006 executive meeting in Windsor, Ontario, and its July 6, 2006 conference call.
