MINUTES

  1. Noting the prior approval of Commissioners Gourd and Olson, Commissioners approved the Minutes of the February 3 and 17, 2006 conference calls and the February 7-8, 2006 Executive meeting with the following amendment which Commissioners Gourd and Olson had previously agreed to: change "Commission Blaney" to "Commissioner Blaney".

APPOINTMENT

  1. Noting the prior approvals of Commissioners Gourd and Olson, Commissioners approved the reappointment of Mr. Jim Bernier as a U.S. member of the International St. Lawrence River Board of Control for a year term (ending February 2007) or until the time a new Board is appointed.

LAKE ONTARIO - ST. LAWRENCE RIVER STUDY

  1. Commissioners were informed that the anticipated public release of the study board report is now on or about April 12, 2006 and that briefing and meetings were being scheduled in March for U.S. State Department and Foreign Affairs officials.

PROPOSAL FOR A "STATE OF OSOYOOS LAKE" CONFERENCE

  1. Noting the prior approval of Commissioner Olson for the proposal, Commissioners agreed to explore the feasibility of the IJC hosting or co-hosting a conference in early 2007 to, amongst other objectives, draw attention to the lake and provide a forum for exchanging information, subject to holding such a conference somewhere in the Osoyoos basin.

COMMUNICATION PLANS

  1. Noting the prior approval of Commissioner Olson for the plans, Commissioners approved Communication Plans for release of the following reports, subject to minor adjustments:
    1. GLWQA Synthesis of Public Comment
    2. An Update of the Commission's 1998 Report, "Unsafe Dams".

OTHER BUSINESS

  1. Commissioners approved inviting the Mayor of Seattle to make welcoming remarks at the April semi-annual meeting and inviting the U.S. Consul-General in Vancouver and the Canadian Consul-General in Seattle to the meeting.
