APPROVAL OF MINUTES
- The Commission approved the minutes of the Commissioners' Conference calls held on December 16, 2005 and January 13, 2006.
APPOINTMENTS
- The Commission:
- approved the reappointment of Dr. Jan Ciborowski as a member of the Canadian Section, and Mr. Jan Miller as a member of the U.S. Section, of the Council of Great Lakes Research Managers for three-year terms retroactive to January 1, 2006;
- approved the reappointment of Messrs Peter Thompson and Jim Smith as members of the Canadian Section of the Great Lakes Water Quality Board; and
- deferred consideration of the reappointment of Dr. Harvey Shear pending additional information to be obtained by staff.
ST. MARY AND MILK RIVERS ADMINISTRATIVE TASK FORCE
- Commissioners received an oral report indicating that the Task Force plans to submit a draft report for public comment towards the end of February and hold two public meetings in March to receive comments on their report prior to submitting it to the Commission in time for the April semi-annual meeting in Seattle.
UPPER LAKES PLAN OF STUDY
- Commissioners received an oral update regarding U.S. and Canadian funding, noting the November 29, 2005 letter from the U.S. State Department of State supporting the study and that U.S. Section funding is in place to begin the study, while the Canadian Section is still seeking such support.
11TH WORLD LAKE CONFERENCE AND POTENTIAL COOPERATION WITH THE LAKE VICTORIA BASIN COMMISSION
- The Commission received a report on the above conference and agreed to continue the dialogue on the "twinning" concept between the IJC, the Great Lakes Fishery Commission and the Lake Victoria Basin Commission to promote substantive exchange of information and support between international commissions.
IJC CENTENNIAL HISTORY PROJECT
- Commissioners received an oral report indicating that a detailed project proposal is still expected from Professors Brooks and Rabe pursuant to the December meeting with them in Chicago with Lead Commissioners and staff.
INTERNATIONAL AIR QUALITY ADVISORY BOARD
- Commissioners deferred consideration of the Board's request to publish the report of the Second Clean Areas Workshop to the Executive Meeting in Ottawa next week under the understanding that the Board Secretary will be writing to the Commission Secretaries to clarify discussions at the Board's recent meeting pertaining to this issue.
2005 IJC ANNUAL REPORT
- Commissioners deferred discussion to the executive meeting in Ottawa next week.
BRING-FORWARD SYSTEM
- Commissioners agreed that a reminder letter on the Upper Lakes Plan of Study funding should be sent to the government of Canada.
OTHER BUSINESS
- Conferences. Commissioners received oral updates regarding Commission involvement and Commissioner participation in the 4th World Water Forum and the 14th International Conference on Aquatic Invasive Species.
