1. APPROVAL OF THE AGENDA

  • Commissioners approved the agenda consisting of items from the semi-annual briefing book noted below (Items 2 - 9) as well as the subsequent items.

2. MINUTES

  • Commissioners approved the Minutes of the Conference Call on September 23, 2005.

3. APPOINTMENTS

  • Commissioners approved the appointment of Bob Harrison as a member of the Canadian Section of the International Souris River Board for an unspecified term.

4. BRING-FORWARD SYSTEM

  • Commissioners agreed there were no letters requiring follow-up action at this time and noted that certain letters do not require responses.

5. U.S. GREAT LAKES REGIONAL COLLABORATION

  • Commissioners received an update on the U.S. Great Lakes Regional Collaboration and noted that possibly five Commissioners would like to attend as observers the December 12, 2005 Summit in Chicago where the final documents will be released.

6. ANNEX 2001

  • Commissioners received an update on Annex 2001 activities and agreed that staff should continue to monitor developments and report to the Commission.

7. INFRASTRUCTURE SECURITY

  • Commissioners received an oral report on drafting the update of the 1998 "Unsafe Dams" Report and noted that lead Commissioners Gray and Brooks hoped to send a draft to all Commissioners for their review very soon

8. GRAND COULEE DAM

  • Commissioners received a status report on the request from the Canadian Columbia River Inter-tribal Fisheries Commission and agreed to ask governments at the meeting on Friday if they plan to submit their views on the request by the October 31, 2005 deadline for public comment.

9. CONFERENCES

  • Commissioners agreed to defer discussion of the various conferences and meetings until the October 16 meeting in Montreal or the October 17 executive session.

10. INDICATORS (CEC REPORT ON CHILDREN'S HEALTH & THE ENVIRONMENT IN NORTH AMERICA: A FIRST REPORT ON AVAILABLE INDICATORS AND MEASURES)

  • Commissioners agreed to participate in the upcoming public event for the release of this report and for the Commission to co-author the preface.

11. INVITATION FROM FLATHEAD BASIN COMMISSION (FBC)

  • Commissioners agreed to defer discussion of the invitation for the Chairs to attend the FBC meeting on December 7, 2005 until the October 16 meeting in Montreal or the October 17 executive session.

12. GLWQA CONSULTATIONS REFERENCE: WEBSITE DIALOGUE -- TO APPROVE PRELIMINARY AGENDA AND PANELISTS

  • Commissioners:
    1. approved the preliminary agenda for the web dialogue and agreed to post it on the web dialogue website,
    2. approved the list of potential panelists (with the addition of John Mills to Topic #4) and recruiting them for the web dialogue, and
    3. asked staff to provide options, with a recommendation if possible, on placing display ads in newspapers for the upcoming GLWQA Consultation Meetings.
