DEBRIEF ON THE KINGSTON BIENNIAL MEETING

  1. Commissioners discussed various aspects of the Kingston Biennial Meeting and agreed that overall it was a success, it was a good first meeting for the GLWQA Public Consultation Reference, all IJC staff did a very good job in organizing the meeting, and that the GLWQA Boards should be asked for their comments on the meeting and future such Biennial meetings at the semi-annual appearances in October.

GLWQA PUBLIC CONSULTATION REFERENCE

  1. The Commission received a briefing by the IJC staff working group and approved:
    1. the proposed Terms of Reference and membership for the Public Advisory Group with staff to propose additional nominations in the various categories;
    2. consultation meeting sites in Canada (Sault Ste. Marie, Windsor, Toronto and Montreal) and the U.S. (Duluth, Chicago, Cleveland and Rochester) and Thunder Bay and Port Huron as time and resources allow;
    3. the Chairs calling the Mayors of the above cities directly to request no-cost use of meeting accommodations;
    4. scheduling the consultation meetings the period October 24 through November 18, 2005;
    5. releasing English documents when they are ready and French documents as soon as they are translated but with all effort made to release simultaneously in both languages;
    6. not providing a written transcript for the meetings with the understanding that audio/video recordings on a CD/DVD would be acceptable to provide governments with a complete record of the meetings;
    7. the draft letter to governments confirming that governments will advise First Nations and tribes of their intent to consult with them directly on a government-to-government bases in advance of any IJC announcement of the dates/times of our meetings, subject to minor edits; and
    8. the draft communication plan for production of documents.

UPPER LAKES PLAN OF STUDY (ULPOS) TEAM

  1. Commissioners asked that the draft acknowledgement letter to the ULPOS team and the letter to the Great Lakes Task Force of the U.S. Congress be revised to take into account comments by Commissioners. (Note: subsequently the acknowledgement letter was redrafted and sent on July 18, 2005).
