The International Joint Commission met in Executive Session in Quebec City, Quebec on April 25 and 26, 2005, with Chair Herb Gray in the chair.

BIENNIAL MEETING

  1. The Commission reviewed briefing material for the meeting and agreed that:
    1. co-Chairs would moderate the opening Friday plenary session;
    2. each speaking or reception event will be moderated by a single Commissioner; and
    3. staff should continue to pursue high-level U.S. Government involvement on Saturday, accommodating such involvement on Friday only if it will not otherwise occur.

WATERSHED INITIATIVE

  1. The Commission agreed to incorporate Board and Commissioners comments into a final draft report for approval, signature, and transmittal to governments, following which Commissioners will seek separate meetings with U.S. and Canadian governments to discuss the report and future direction of the initiative.

COAL-FIRED UTILITIES REPORT

  1. The Commission agreed to transmit the Board's report to governments.

CONGRESSIONAL RESEARCH SERVICE INFORMATION

  1. The Commission agreed:
    1. to refine Attachment B to the briefing note for internal use; and
    2. that the U.S. Secretary and Public Information Officer should arrange a meeting with the Congressional Research Service once the attachment is in suitable format and report back to Commissioners afterward.

GREAT LAKES REGIONAL OFFICE CDN 2006-2007/US 2007 BUDGET

  1. The Commission reviewed GLRO budget information, discussed various approaches, and asked staff to provide options for consideration on June 7 that take into account the approaches discussed and likely overall funding for the budget cycle from each government.

ST. CLAIR RIVER

  1. Noting the ongoing work of its Upper Lakes Plan of Study Team and an anticipated letter from the Congressional Great Lakes Task Force regarding three proposals for erosion issues in the St. Clair River, Commissioners agreed in principle to consider the letter, ask its Study Team for early advice on a possible approach on erosion issues, and provide early information to the Task Force.

GLRO Director's Report

  1. The Commission received the GLRO Director's report.
