ST. MARY AND MILK RIVERS

  1. The Commission approved, with edits, the draft Directive to the St. Mary-Milk Administrative Measures Task Force and agreed that staff should consult with Mr. Rich Aldrich on approaches to Tribes/First Nations participation and draft an implementation plan, including suggested membership, for discussion on a conference call.

GLWQA REVIEW ADVICE

  1. The Commission discussed the priorities recommended by staff for public consultation and participation in the upcoming review of the GLWQA and agreed that, before bringing the item back to Commissioners for further consideration, staff should discuss with government officials the proposed Reference to the Commission on this matter, especially funding and timing issues.

DECEMBER 2, 2004 COMMISSIONERS' CONFERENCE CALL

  1. Commissioners agreed that this call should be held to discuss the St Mary and Milk Rivers issue and review appropriate items in the Briefing Book prior to the Executive Session scheduled for Burlington, Vermont, December 7 - 8, 2004.

MISSISQUOI BAY REFERENCE

  1. Commissioners agreed to a schedule for IJC meetings and public hearings during the December 6 - 8, 2004 trip to the Missisquoi Bay region and agreed that staff should provide a communication plan that included dialogue with key elected officials, the public and community leaders prior to the public hearings.

OTHER BUSINESS

  1. The Commission discussed including the IJC in the Canadian Government's Speech from the Throne and the upcoming President Bush/Prime Minister Martin meeting of November 30-December 1, 2004.
