APPROVAL OF THE AGENDA
- The Commission approved the agenda.
ANNEX 2001
- The Commission agreed:
- to send a letter to the Council of Great Lakes Governors, copying the U.S. Department of State and the Canadian Ministry of Foreign Affairs, notifying them that the Commission will not be able to fully consider the Annex 2001 proposal until after its face-to-face meeting in October;
- that staff should develop a consensus document in advance of the October semi-annual meeting addressing consistencies/inconsistencies with recommendations in the Commission's report and the questions posed by the Council of Great Lakes Governors, and to discuss the matter in detail at the October semi-annual meeting.
UNESCO/WORLD COOPERATION FACILITY
- The Commission agreed that legal advisers should consider whether there is an overlap with INBO, and agreed to revisit the matter at the October executive meeting, considering the Commission's current resources and responsibilities.
OTHER BUSINESS Approval of Minutes
- The Commission approved the minutes of the June 7, 2004 conference call; the minutes of the June 14, 2004 executive meeting held in Windsor, Ontario; and the minutes of June 30, 2004 conference call.
Nomination Process for Great Lakes Science Award
- The Commission agreed:
- to adjust the process whereby only the chairs of the Great Lakes Agreement boards (Great Lakes Water Quality Board, Great Lakes Science Advisory Board, and Council of Great Lakes Research Managers), plus two persons nominated by the International Air Quality Advisory Board from its members with Great Lakes connections, will consider nominations;
- this group will narrow nominations to three, from which the Commission will select the awardee;
- the full process will be kept confidential;
- to accept self nominations; and
- that the award will be for production of the presentation, as was done last year.
St. Mary and Milk River
- The Commission agreed to honor all requests for copies of the videotapes of the July 2004 St. Mary and Milk River public meetings.
Biennial Meeting
- The Commission agreed that staff (John Nevin and Nick Heisler) should pursue offers from U.S. Representative Mark Kirk (Illinois), U.S. Representative Rahm Emanuel (Illinois), and Ontario Environment Minister Leona Dombrosky, to speak at the Kingston Biennial Meeting and to consider other appropriate representatives and determine a forum or forums for their participation.
