APPROVAL OF THE AGENDA 1. The Commission approved the items below as the agenda for the conference call. APPOINTMENTS 2. The Commission:
- approved the appointment of Jim Smith as a member of the Canadian Section of the Great Lakes Water Quality Board (GLWQB) for a term of two years;
- noted the prior approved appointment of Carol Wood as a member of the U.S. Section of the International St. Croix Board (ISCB) for a term of 3 years; and
- approved the appointment of Kevin Cash as a member of the Canadian Section of the International Red River Board (IRRB).
2005 SCHEDULE OF MEETINGS 3. The Commission approved:
- the 2005 Schedule of Executive and Semi-annual meetings, and noted that all Executive and Semi-annual meetings will be held Tuesday through Friday;
- the location change of the June 2005 Executive meeting to Kingston, Ontario, in conjunction with the 2005 Biennial Meeting.
DIRECTOR'S REPORT 4. Commissioners discussed the Director's report and agreed to take under advisement their
participation in the Great Lakes Student Summit scheduled for May 13-14, 2004. The Commission also noted that the upcoming International Air Quality Advisory Board (IAQAB) Workshop is intended to be a tutorial for Commissioners rather than a workshop for policy development.
2005 BIENNIAL MEETING 5. The Commission approved Kingston, Ontario as the site location of the 2005 Biennial Meeting and that a public announcement will be made after negotiations for logistics have been finalized with Queen's University.
ALIEN INVASIVE SPECIES (AIS) CONFERENCE 6. The Commission reviewed the plans for the conference and approved staff recommendations for Commissioner participation. 100TH ANNIVERSARY OF THE BOUNDARY WATERS TREATY 7. The Commission approved:
- Commissioner Allen Olson as the lead Commissioner for the U.S. Section (the lead Commissioner for the Canadian Section to be determined - subsequently selected to be Chair Gray) and approved the proposed plan for proceeding;
- identifying an historian as a priority;
- the need for a written plan so that successors have a document to work with; and
- the IJC seal as the design for a 100th anniversary stamp.
IJC PINS 8. The Commission approved the IJC pin distribution policy and discussed numbering the pins for identification purposes.
LONG RANGE TRANSPORT DECLARATION 9. Commission noted the declaration on long-range transport and approved discussing the issue with the IAQAB during their Semi-annual presentation to the Commission.
