Section I of this bibliography lists reports by the Internaitonal Joint Commission and its boards since 1972, and a select number of reports prepared prior to 1972, under the Boundary Waters Treaty of 1909. Reports listed in this section that are still in print are available free of charge on request to the Commission at either of the U.S. Section or Canadian Section offices.
The Commission's reports under the Great Lakes Water Quality Agreement are listed in Section II of this bibliography. Those reports published after 1991 and still in print are available free of charge on request to Information Services of the Commisssion's Regional Office.

This bibliography lists reports produced as a result of the Boundary Waters Treaty of 1909, the Great Lakes Water Quality Agreements of 1972 and 1978, and the Protocol amending the 1978 Agreement.
The Boundary Waters Treaty, which established the International Joint Commission, requires Commission approval for certain uses, obstructions or diversions of waters along the boundary between the United States and Canada if such uses affect the natural levels or flows on the other side. Under the Treaty, the Commission also investigates and monitors specific transboundary issues when requested to do so by the Governments. Commission reports to Governments are listed in the first section of this bibliography, along with reports of boards appointed by the Commission to assist in fulfilling various Treaty responsibilities.
The Great Lakes Water Quality Agreement expresses the commitment of both countries to restore and maintain the chemical, physical and biological integrity of the Great Lakes Basin Ecosystem. Under the Agreement, the Commission monitors and assesses progress toward achieving the general and specific Agreement objectives, and reports at least every two years on the effectiveness of the programs and other measures undertaken pursuant to the Agreement along with advice and recommendations. The second section of this bibliography lists the reports prepared by the Commission and its boards under the Agreement.

International Joint Commission
The Boundary Waters Treaty of 1909 between the United States and Great Britain on behalf of Canada established the International Joint Commission to serve as a binational body with three members appointed by each country. The Commission acts as a single body seeking common solutions rather than as separate national delegations representing the positions of their Governments. The Treaty was entered into to prevent disputes regarding the use of boundary waters and to provide for the adjustment and settlement of questions arising between the two countries along their common frontier. It has provided the framework for cooperation on questions relating to air and water pollution and the regulation of water levels and flows.
The Commission issues Orders of Approval in response to Applications for the use, obstruction or diversion of waters that flow along, and in certain cases across, the boundary if such uses would affect the natural water levels or flows on the other side.
The Commission also undertakes investigations of specific issues, or monitors situations, when requested to do so by Governments. Implementation of IJC recommendations made under such References is at the discretion of the two Governments.
Experts from both countries serve on technical boards for the Commission to carry out the required studies and field work. Boards of Control are appointed by the IJC to report on compliance with Orders of Approval, while study or advisory boards assist in References. Public hearings and other opportunities for input by interested citizens are organized when Applications and References are considered.
IJC recommendations concerning pollution in the Great Lakes served as the basis for the Governments to create the Great Lakes Water Quality Agreement, which was signed by the Prime Minister of Canada and the President of the United States on April 15th, 1972.
Six years later, on November 22, 1978, a revision to the 1972 Agreement was signed. It provided new programs and more stringent goals to eliminate pollution from the lakes. The concept of a Great Lakes Basin Ecosystem was adopted, which recognizes that water quality depends on the interplay of air, land, water and living organisms, including humans, within the system. This action led to more comprehensive assessments of the Great Lakes cleanup effort.
In November 1987, at the Commission's Biennial Meeting on Great Lakes Water Quality, the Governments signed a Protocol to the 1978 Agreement, which aims to strengthen the programs, practices and technology prescribed in the 1978 Agreement and to increase accountability for their implementation. Timetables are set for implementation of specific programs. The Governments will meet biennially to discuss progress and report periodically to the Commission. New annexes address atmospheric deposition of toxic pollutants, contaminated sediments, groundwater and nonpoint sources of pollution. Annexes are also added to incorporate the development and implementation of Remedial Action Plans for Areas of Concern and Lakewide Management Plans to control critical pollutants.
