APPROVAL OF AGENDA

1. The agenda (as reflected by these minutes) was approved.

APPROVAL OF MINUTES OF 147 ^TH MEETING

2. The minutes of the Board's 147 ^th meeting, a conference call held September 17, 2002, were approved as prepared.

UPDATE ON CLIMATE CHANGE PRIORITY

3. The Board:

Received updates on the status of the white paper and plans for the workshop.
Reviewed the draft workshop prospectus, program, and letter of invitation.
Discussed the target audience for the workshop.
Discussed the scope of a second workshop, in conjunction with the Commission's 2003 biennial meeting.

UPDATE ON ANNEX 2 PRIORITY

4. The Board:

Reviewed the Commission's response to its advice on the Hamilton Harbour Remedial Action Plan.
Received an update on the status of the Commission's Annex 2 Task Force and noted potential relevant activities to engage in.
Reviewed its contribution to the Annex 2 process; in coordination with the Annex 2 Task Force and the Science Advisory Board, the Board will continue consultations in Areas of Concern, with the next proposed to be the Detroit River RAP.
Discussed the advantages of a RAP workshop in conjunction with the Commission's 2003 biennial meeting.
Received an update about the status of the Commission's Special Report on Areas of Concern.

UPDATE ON OTHER PRIORITIES

5. The Board received updates on priority work by other members of the Commission family, including land use / urbanization, emerging issues, and the research inventory.

SPECIAL PRESENTATIONS

6. The Board received special presentations on:

An Eco-Epidemiological Approach to Methylmercury and Cerebral Palsy / Neurological Disorders in Some Populations in the Great Lakes Basin, by Michael Gilbertson.
Great Lakes System Navigation Review, by Wayne Schloop, U.S. Army Corps of Engineers.

OTHER ISSUES

7. The Board continued to track two issues – the Lake Erie dead zone and avian botulism – and will provide advice to the Commission.

OTHER BUSINESS

8. The Board:

Discussed how it could use its previous recommendations to the Commission.
Received an update about Board membership.
Made a special presentation to Gail Krantzberg for her contributions to the Board and to Great Lakes environmental quality.

NEXT MEETING

9. The next meeting will be held in the Windsor - Detroit area on March 5-6, 2003, with an earlier conference call arranged as needed.
