There are two vacant slots on the Board. One on US and one on the Canadian side. Several concepts were discussed including local Basin representation, fisheries biologist, aboriginal representation, and land use planning expertise. Joan Trial of the Atlantic Salmon Commission was suggested as a possible nominee for the open US slot. Several ideas were advanced for the Canadian nominee. The Board will consider the potential nominees and forward their recommendations to the IJC this fall.
Reporting from IJC were Jay Beaudoin, Scott Beal, Donna Adams, and Gayle Nikerson. Jay went over the events of the spill (about 100,000 gallons of black liquor) and the reporting procedures that were followed. Currently Domtar has worked to ensure that the spill containment area is improved and repaired so that it will function properly to contain any future spills. Domtar had updated the spill reporting procedures. Domtar will participate in a spill reporting forum sponsored by the IWC to be held in early December. Except for the mortality of salmon parr at the hatchery at Milltown no other environmental impacts have been reported to Domtar.
Peter Eaton attended last meeting of fisheries steering committee.
Peter Eaton Canadian Secretary and Joel Fisher at the IJC will be overseeing the subject literature review and analysis to be performed by Alan Curry at the University of New Brunswick. Report to be completed by end of summer 2003.
The WWTP study has been completed by CPO, Inc. The Board will forward this report to the IJC for approval of release. Copies of the report were provided to Board members.
General information on the proposed Saint Stephen to Calais border crossing was provided to Board. The procedure for Board review of this action was discussed. IJC staff noted that the Applicants should contact the State Department and the Office of Foreign Affairs and that the Board should not get involved in the review until requested by the IJC.
Flows and Lake Level modeling. The Board has looked into what level of effort might be required for a St Croix River flow and lake/reservoir computer model. Effort will be expensive and goals of project need to be defined. Project proposal on hold at this time.
Gulf of Maine Action Plan. Copies 2001-2006 Gulf of Maine Action plan were provided. Discussion of Board's representation to the Gulf of Maine Council was tabled due to late time.
