RESPONSIBILITIES OF THE TASK FORCE:

By letters of June 12, 1997, the Governments of Canada and the United States requested the International Joint Commission to examine and report on the causes and effects of damaging floods in the Red River basin and to recommend ways to reduce and prevent harm from future flooding. To assist it with this binational investigation, the Commission has appointed an International Red River Basin Task Force. The Task Force, comprised of members from a variety of backgrounds in public policy and water resources management, will provide advice to the Commission on matters identified in the letters from governments. The Governments asked the Commission to examine a full range of management options, including structural measures (such as building design and construction, basin storage, ring dykes, etc.) and non-structural measures (such as floodplain management, flood forecasting, emergency preparedness and response, etc.) and to identify opportunities for enhancement in preparedness and response that could be addressed to improve flood management in the future.

An interim progress report identifying measures that could be implemented in the near term to alleviate future flood damages was submitted to the Governments on December 31, 1997. The Task Force presented its final report to the Intentional Joint Commission on April 17, 2000. The Commission will likely be submitting its report to Governments in the Summer of 2000.

Red River Basin Disaster Information Network

The International Red River Basin Task Force has helped launch the Red River Basin Disaster Information Network (RRBDIN). This network consists of a growing list of members (individuals and organizations) who will use and help develop several tools incorporated into an Internet Web Page.  Check out the Web Page at http://www.rrbdin.org . The Internet site will include a searchable catalogue of available databases, Virtual Forum, Bulletin Board, Documents Library, searchable lists of Organizations and Points of Contact, and other "Information Resources." These tools will enhance and facilitate interaction with one another and make possible the direct and continual exchange of information and ideas between people in the Basin.
