TERMS OF REFERENCE

INDICATORS IMPLEMENTATION TASK FORCE

 

The Commission, through its Indicators for Evaluation Task Force, has provided a framework for the Parties to provide information upon which progress in meeting the commitments of the Great Lakes Water Quality Agreement can be assessed. This framework identifies nine Desired Outcomes against which to gauge progress. The Parties, through the vehicle of SOLEC, have, in reporting on the environmental status of the lakes, made use of some of the recommendations of the Indicators' Report to the Commission.

The Commission has adopted the nine Desired Outcomes as on of the organizing principles for its Ninth Biennial Report and must receive requisite data and information from the Governments to complete its report. Accordingly, the Commission will meet with government personnel to determine what data and information are necessary, sufficient ad appropriate to characterize each Desired Outcome.

To assist in implementing this approach, the Commission is establishing a Task Force with membership from its Agreement Boards and others with the following terms of reference:

  1. Provide advice on the approach being developed by the Commission to obtain the required data and information to address the nine Desired Outcomes.

  2. Provide a linkage between the Desired Outcomes and the development of priorities for the next cycle and the strategic plan of the Commission.

  3. Be a vehicle for communication of the Indicator Program to the Agreement Boards.
