Approval of Agenda

The agenda revised as of October 4th was approved with no modifications.

Membership

The Council discussed upcoming vacancies, terms of reference and representation from organizations that are not currently represented. Renewed terms for Dr. Harvey Shear, Mr. Dale Henry and Mr. Jan Miller were recommended. Dr. Patricia Chow-Fraser communicated her desire to fill the binational member position as the Council representative of the International Association for Great Lakes Research when her current term ends in December. The Council approved this recommendation and will seek a new member to fill the vacancy.

Review of Action Items from 36th Meeting

The Council discussed participation in an Urbanization priority workshop sponsored by the Science Advisory Board. Members agreed to recommend participants and possible presenters to Doug Alley. The Council reviewed the final draft document produced for web site regarding research needs identified at the 2001 IAGLR conference and decided to publish the documents as web documents. The Council discussed several options for Council participation with the September 18-20, 2003 IJC public forum. The group decided it would be most appropriate to address research needs and to craft a workshop that would have general appeal to the public.

Update on Annex 2 Task Group Meeting

Mr. Jan Miller briefed the Council on the status and goals of the Annex 2 task group. The task group is a multi-board initiative chaired by Gail Krantzberg, Director of the Regional Office, set up to aid progress with Annex 2 requirements regarding Remedial Action Plans (RAPs) and Lakewide Management Plans (LAMPs). Its purpose is to advise and assist the IJC on issues related to RAP and LaMP development and implementation, performing the following tasks:

Terms of reference for the group, modified to include participants from the IJC section offices, were approved at the October 7 th IJC Executive meeting.

Discussion of National Science Foundation Letters and U.S. Commission on Ocean Policy Meeting

The process of finalizing the July letter to the National Science Foundation (NSF) letter drafted by the Council and signed by the U.S. Chairman was reviewed. Changes to the draft letter were discussed as well as the response from the NSF. Options for presenting further details on the disparity of funding between ocean and freshwater research, such as a white paper were discussed. Options for similar efforts on Canadian freshwater research were also discussed.

Proposals for Council Participation with 2003 IAGLR Conference in Chicago

Two options for participation in the 2003 IAGLR conference were discussed: (a) sponsoring a workshop on communication of research needs and (b) documenting research needs identified during the conference in the same manner as the 2001 conference. It was decided to allocate funds and to organize students to assist in documenting each breakout session as was done in IAGLR 2001 (option (b)).

Council Participation in Water Quality Board Sponsored Climate Change Workshop

Council agreed to participate in a workshop session on research needs. Dr. Jim Haynes briefed the Council on the subcommittee activities to date and will provide a copy of the draft white paper and reference material regarding the climate change workshop to the Council.

Emerging Issues Workshop, February 5-7, 2003 - Activities Update

Dr. John Gannon reported on the proposed agenda and goals of the workshop to be held at Wingspread February 5-7 th , 2003. He agreed to ensure that the names of Council members interested in participating would be considered for the list of participants.

Research Inventory Demonstration

Mr. Mark Burrows demonstrated the functions and use of the Research Inventory and agreed to provide a similar demonstration at research facilities interested in setting up a meeting. The need for promoting greater participation in the inventory and methods for doing so were also discussed. It was suggested that copies of Research Inventory flyers be provided to all members for distribution.

Science Vessel Coordination

Mark Burrows briefly outlined recent activities to improve the Great Lakes Science Vessel web site ( http://www.canamglass.org ). A date and location for the 7 th annual Great Lakes Science Vessel Coordination Workshop was not yet finalized. Further details will be provided as they become available.

Budget

The Council Secretary briefly reviewed remaining expenditures planned during the remainder of the Canadian fiscal year. The major portion of remaining FY 02-03 expenditures will be for the science vessel coordination, and for meeting travel expenses.

Presentation: An Eco-Epidemiological Approach to Methylmercury and Cerebral Palsy in the 17 Canadian Areas of Concern in the Great Lakes , and Council Participation in SAB Mercury Workshop February 26-27, 2003

Michael Gilbertson reported on his progress with investigating whether or not there is a link between exposure to methylmercury and an increased incidence of cerebral palsy in the 17 Canadian Areas of Concern. A discussion of his findings, future plans and research needs followed. The February 26-27 workshop program was distributed and discussed and Council members volunteered to report on research needs identified during the workshop in Windsor. New Business

The Council discussed a proposal made by Murray Charlton regarding a socioeconomic analysis of the cost and benefits of allowing salt water vessels to enter the Great Lakes. The Council decided to alert Murray to a similar effort planned by the U.S. Army Corps of Engineers as part of the Great Lakes Navigation study. Compilation of CGLRM Recommendations - The Council discussed the list of CGLRM recommendations that was provided in the briefing package. Mark Burrows briefly outlined the background for the project. The Water Quality Board, Science Advisory Board, Air Board and Council all have compiled lists of recommendations for each group. The purpose was to provide each advisory group with background on past recommendations as a job aid to assist with future advisory work. The Council discussed how to best utilize the information and decided that the document should be analyzed the WQB and SAB lists should also be reviewed for recurring themes.

Preparation for IJC Commissioners Briefing

The Council reviewed slides prepared for the October 9 th meeting with the commissioners.

Schedule Next Teleconference/Meeting

The Council decided to hold a teleconference during the first week of December, 2002 and the next face to face meeting the first week of March in Ann Arbor, Michigan.
