The International Joint Commission’s (Commission) Annex 2 Task Force,
established on
June 11, 2002, provides advice on Remedial Action Plans and Lakewide Management
Plans to the Commission. The Task Force will assist and support the work of
the Commission
and its Boards and Task Forces on issues related to the Commission’s role under
Annex 2
of the Great Lakes Water Quality Agreement (Agreement).
Specific Responsibilities of the Annex 2 Task Force are:

to develop advice pertaining to issues regarding Remedial Action Plan and
Lakewide Management Plan development and implementation;

to provide advice regarding the Commission’s evaluative role under Annex 2 of
the Agreement;

to assist the Commission in its review of progress under Annex 2;

to assist the Commission in defining Annex 2 information needs that are to be
fulfilled by the Parties;

to promote the exchange of information on Annex 2 policy issues among the
Commission’s Boards and Task Forces;

to promote the gathering, presentation and exchange of information on Annex 2
technology, governance and policy issues by governments and the public;

to meet at least twice a year; and
-
to report at least annually to the Commission at a semi-annual meeting.
Membership

The Annex 2 Task Force will be comprised of a lead Commissioner from each
country, up to three
Great Lakes Water Quality Board members, two Great Lakes Science Advisory Board
members, a member
of the Council of Great Lakes Research Managers, the Director of the
Commission’s Great Lakes
Regional Office (GLRO), advisors from the Section offices, and other
individuals as deemed necessary
by the lead Commissioners. The Task Force will be chaired by the GLRO Director.
Time Line

The Annex 2 Task Force will sunset three years after its initial meeting unless
terminated earlier or extended by the Commission.
