A draft memorandum, previously transmitted to Task Force members by Task Force Chair Gail Krantzberg, was considered and specific revisions were recommended. The need for the IJC to informally consult with the Parties regarding LaMP reporting as soon as possible was emphasized since the Parties are currently preparing future LaMP reporting recommendations for endorsements by the Binational Executive Committee in June 2003.

The Task Force directed modifications of the draft terms of reference. The Task Force discussed end uses of the literature review and agreed to discuss developing a handbook for RAP contacts at a future Task Force meeting.

A variety of comments were provided regarding the draft paper. The need to include sections on the roles of different levels of government and local RAP contacts and the structure for remedial action plan (RAP) implementation was emphasized. While the paper was designed as an information piece for Commissioners, the opportunity to serve the RAP community through a broad circulation of a more comprehensive paper was identified.

Reporting relationships related to Annex 2 of the Great Lakes Water Quality Agreement were discussed with the BEC/IJC working group. In particular, it was noted that the Parties are currently reviewing LaMP reporting and recommendations will be forwarded to the Binational Executive Committee for review. In addition, the Parties are considering many of the Work Group's Annex 2 AOC-RAP Reporting recommendations and a final report will be presented at the June 2002 BEC meeting. Commission information needs may be met by the Parties' responses to the Commission's AOC Special Report. It was decided that there was little further that the Task Force could do at this stage and it was now up to the Parties.
The Task Force endorsed the adoption of interim and end products for submission to the Commission and agreed to schedule a late March conference call/meeting.
