Restore the Bay of Quinte ecosystem to a condition in which there are no restrictions on fish and wildlife consumption attributable to anthropogenic sources of contamination from within the Area of Concern. |

Restore the Bay of Quinte ecosystem to conditions capable of supporting a more diverse and stable community structure including a top-level predator assemblage of northern pike, smallmouth bass and walleye that existed prior to the onset of hyper-eutrophic conditions in the bay. |

Degradation of Benthos
|
|
Restore the Bay of Quinte ecosystem to conditions capable of supporting a diverse and stable benthic community structure including pollution sensitive species that existed prior to the onset of hyper-eutrophic conditions in the bay. |

Restrictions on Dredging Activities
|
|
Prevent degradation of sediments and protect benthic organisms by accomplishing the virtual elimination of persistent toxic contaminants inputs to the bay/and prevent potentially harmful disturbances of in-place contaminants by regulating the methods of dredging, transportation and disposal of bay sediments. |

|
Eutrophication or Undesirable Algae
|
|
Restore the trophic status of the Bay of Quinte ecosystem to a condition capable of supporting a more diverse and stable community structure, improved water clarity and more palatable drinking water. The numerical objectives for attainment of these goals are to: (1) reduce the phosphorus concentration in the Upper Bay of Quinte water to 30 ug/L; (2) reduce algal biomass to between 4 and 5 mm 3 /L and increase macrophyte coverage so that 30 percent of the Upper Bay of Quinte has greater than 50 percent macrophyte coverage. |

Restrictions on Drinking Water Consumption or Taste and Odor Problems
|
|
Maintain all treated drinking water supplies in compliance with Provincial Drinking Water Objectives and improve the palatability of drinking water drawn from the bay by reducing the biomass of taste and odour causing algae. |

|
Beach Closings
|
|
Restore bacteriological quality throughout the Area of Concern to achieve the objectives of zero beach closures and E. coli densities of 100 organisms or less per 100 ml of water throughout the bay. |

|
Degradation of Aesthetics
|
|
Improve water clarity and reduce the frequency and intensity of algal blooms by reducing algal to within the range of 4 to 5 mm 3 /L. |
|
|
Degradation of Phytoplankton and Zooplankton Populations
|
|
Restore the Bay of Quinte ecosystem to conditions capable of supporting a more diverse and abundant zooplankton community and reduce phytoplankton abundance to a biomass in the range of 4 to 5 mm 3 /L. |

Loss of Fish and Wildlife Habitat
|
|
Re-establish and maintain aquatic, shoreline and wildlife conditions within the Bay of Quinte ecosystem capable of supporting healthy, diverse, stable and self-sustaining aquatic and terrestrial communities by: (1) encouraging restoration of damaged habitats, and (2) applying a principle of Ano net loss of the productive capacity of habitat to all development. |
