Beach Closings

Canada

Detroit River, Ontario
All areas of the AOC shall be safe for total body contact activities. Bacteria levels shall meet MOEE/MDEQ criteria. There shall be no beach closings in the AOC or impacted areas in Lake Erie due to AOC contamination.
St. Clair River, Ontario
Zero beach closings based on fecal coliform standards regulating beach closings over a two year period.
Hamilton Harbour, Ontario
* That Hamilton Harbour effluent to Lake Ontario not give rise to conditions which would cause restrictions on open Lake water contact sports.
* That water quality conditions in the west end and in the north half of the Harbour, be such as to permit opening of beaches and which would cause no significant restriction on water contact sports.
Toronto & Region, Ontario
* Lake water at bathing beaches contains less than 100 escherischia coli organisms per 100 ml of water over 95% of the swimming season.
* The quality of storm run-off is protected and enhanced.
* Other than in four extreme discharge occurrences (heavy rainfall events) each year, stormwater discharges to receiving waters meet guideline of 100 Escherischia coli organisms per 100 ml of water, and is devoid of debris, oil, scum and substances that produce objectionable odour, colour, deposits and excessive turbidity.
* 90% of the wet weather flow in the combined sewer system is controlled.
* The controlled volume of combined sewage receives treatment at least equivalent to primary treatment plus disinfection (that is, treatment equivalent to 50% Biochemical Oxygen Demand removal and 70% total suspended solids removal).
* Sanitary sewage receives secondary treatment with phosphorus removal and disinfection and produces non-toxic and non-mutagenic effluent with the following characteristics: biochemical oxygen demand: 25 mg/l; total suspended solids: 25 mg/l; total phosphorus: 0.5 mg/L.
Bay of Quinte, Ontario
Restore bacteriological quality throughout the Area of Concern to achieve the objectives of zero beach closures and E. coli densities of 100 organisms or less per 100 ml of water throughout the bay.
St. Lawrence River, Ontario
When there have been no beach closures in the AOC for two consecutive years and no reports of St. Lawrence River water in the AOC at concentrations exceeding Provincial Water Quality Objectives (100 E. coli per 100 ml) at locations where water is used for body contact recreation.
Niagara River, Ontario
* 90% of the wet weather (peak) flow and all dry weather flow in combined sewer systems is treated to WPCP levels, on an annual basis (incl. Welland River and tribs).
* There be no exceedence of the most stringent water quality objectives of the jurisdictions involved (incl. Welland River and tribs).
* Use most stringent swimming water objectives for phosphorus, sediments, turbidity, and drinking water objectives for toxic chemicals of the jurisdictions involved (incl. Welland River and tribs).
* Fecal coliforms less than 100 counts/100 ml in the Welland River and tribs; secchi disk visibility greater than 1.2 m
St. Mary's River, Ontario
* Upgrade East End Water Pollution Control Plant to secondary treatment.
* Reduce stormwater infiltration to prevent sewage bypasses.

U.S.A.

Detroit River, Michigan
When waters, which are commonly used for total-body contact of partial body-contact recreation, do not exceed most stringent standards, objectives, or guidelines for such use.
Rouge River, Michigan
Dry weather bacteris concentrations below full body contact criteria at all recreational areas, for 3 consecutive summers.
River Raisin, Michigan
Eliminate beach closings at Sterling State Park resulting from flows from the River Raisin.
St. Clair River, Michigan
Zero beach closings based on fecal coliform standards regulating beach closings over a two year period.
Rochester Embayment, New York
1. Ontario Beach is open at least 80% of the swimming season (16 days closed in a maximum 80-day season), measured as a five-year rolling average; AND
2. The Ontario Beach operating model is at least 80% accurate, measured as a five-year rolling average.
St. Mary's River, Michigan
1. For officially designated or commonly used full-body water contact beaches, the daily geometric mean should not exceed regulatory standards for parameters measured and be free from public health advisories and beach closures due to sewage discharges from any source for a period of two years.
2. Water should be substantially free from the presence of toxic algae or contaminated sediments, which result from human activities and which threaten human health through dermal exposure. ALso free from bacteria, fungi, or viruses that may produce enteric disorders or eye, ear, nose, throat, and skin infections.
Saginaw River & Bay, Michigan
* Three consecutive years of testing for E. coli bacteria, an indicator of the presence of harmful microorganisms, confirm that state water quality standards for full-bogy recreation are being met in Saginaw River.
* No More than three swimming beaches are closed per yearand closures last no more than two days each in Saginaw Bay.
Kalamazoo River, Michigan
Remediate contaminated sediments so that there are no restrictions on body contact with the river. Continue regulatory and nonregulatory pollution prevention, and spill prevention/control activites so that pollutants that could cause concern for body contact do not enter the river in storm water. Proper manure management. Proper septic system siting and management
Muskegon Lake, Michigan
1. The Muskegon County Health Department will no longer have to post "no contact" advisories in Muskegon Lake or its tributaries due to wastewater sewer line or lift stations failures.
2. Lake bottom will no longer be contaminated with toxic pollutants at levels that are known to impact human health in children or adults in designated public access, boat launch and beach areas.
3. Lake bottoms will be free of dangerous debris (metal scraps, re-rod, wire, rusty barrels) at public access, boat launch, and beach areas
Waukegan Harbor, Illinois
1. Identify and qualify sources of fecal coliform, such as cross connections or exfiltration from sewer lines, which impact the quality of the Waukegan River.
2. Reduce fecal coliform contamination from the Waukegan River.
Milwaukee Estuary, Wisconsin
Same as IJC delisting guideline: when waters, which are commonly used for total body contact or partial body contact recreation do not exceed standards, objectives, or guidelines for such use.
Manistique River, Michigan
When waters, which are commonly used for total or partial body contact recreation do not exceed the most restrictive standards, ojectives, or guidelines for such use.
