Dear Commission Members:

I appreciate the opportunity to review the report entitled "Options for Managing Lake Ontario and St. Lawrence River Water Levels and Flows, Final Report by the International Lake Ontario-St. Lawrence River Study Board to the International Joint Commission, March, 2006". I was impressed by the modifications to plans A, B and D presented in the Final Report compared the with original versions of the plans presented at public hearings held during the summer of 2005.

Although plans A+, B+ and D+ appear to be a significant improvement over plans A, B, and D, they do not appear to address one of the main issues along the south shore of Lake Ontario - high water. I filled and placed sand bags to protect properties along Lake Ontario and tributary waters, such as Sodus and Irondequoit Bays, in 1973 and again in 1993. The current plans do not appear to address the potential damage resulting from high water.

Please do not select or implement the current candidate plans A+, B+, or D+. Additional investigation of candidate plans A+,B+ and D+ should allow all factors affecting these plans to be evaluated.
