As a long term boater in the Kingston - St. Lawrence River area of Ontario, I have encountered the vagaries of fluctuating river waters. Plan 1958-D was formulated almost 50 years ago. It is now time to make changes to "even out" the flow of water in the St. Lawrence River - Lake Ontario region of the Great Lakes. Each year, I have to assess whether I will be able to get my boat to my dock after the end of July. It seems that the "plug is pulled" on the St. Lawrence in mid summer and the water drains out. Water levels frequently fall up to a metre from spring to autumn.
The consequence of Plan 1958-D is seriously detrimental to tourism and boating in Eastern Ontario. Therefore, I urge the IJC to initiate Plan B+.
