  1. Welcome and Introductions

    Dr. Isobel Heathcote, Canadian Co-Chair called the meeting to order.

  2. Approval of the Minutes

    The meeting summary of the 139th meeting was approved as distributed to members.

  3. Approval of the Agenda

    The agenda was approved as distributed.

  4. Old Business

    The need for each Workgroup to bring forward a written work plan for their priorities including a description of potential written reports for consideration and approval by the Board was highlighted. Workgroup products to address this existing Board requirement will be submitted and reviewed at the June 7, 2006 meeting.

  5. 2003-2005 Science Advisory Board Great Lakes Priorities Report

    Dr. Karen Vigmostad, Director, GLRO outlined the process that was used to edit the Priorities Report and discussed time requirements to translate the Report. She informed the Board of the Report’s planned web publication and noted that hard copies would be available as desired for Board members. Dr. Vigmostad emphasized that this Report is considered to be a Board product and as such is subject to minor edits. As an outcome of this discussion, edited and unedited versions of the Board’s chapters will be posted on a private website for final and edit by Board members. This activity should be completed by mid-March.

  6. Discussion of Future SAB reporting to the Commission

    Board members had a wide-ranging discussion of priority report preparation and review, procedural guidelines for Board members, posting of reports to the Board’s webpage, and Board members’ interactions with the media and public. Various options for preparation of Workgroup and Board reports were detailed. After consultation with Section Offices, the Board co-chairs and the Board secretary will develop concise guidance to enhance report preparation and performance of the Workgroups and Board on behalf of the Commission.

  7. Discussion of the Commission plans for its 13th Biennial Report

    The GLRO Director outlined the Commission plans to develop a 13th Biennial Report on Accountability and a later report on urbanization issues.

  8. Workgroup Reports

    WGEI- The Workgroup conducted a discussion of its draft recommendations from the January 24-26, 2006 Wingspread consultation. The Workgroup agreed forward the findings of the consultation to Commission advisors and Commissioners upon completion of a Board review. The findings are expected to be finalized in March 2006.

    WGEH-The Workgroup outlined its plans for June 6, 2006 expert consultation on an ecosystem approach to the removal of dams in the Great Lakes Basin and its development in cooperation with Wisconsin Department of Natural Resources of a special session to be held at Mercury 2006 in Madison, Wisconsin.

    WGPI-The Workgroup discussed the planned March 8 and 9, 2006 groundwater consultation and September 2006 urbanization conference to be held in Chicago, Illinois or Toronto, Ontario. The September conference will require multi-board coordination and timely booking of a venue and presenters from Europe and elsewhere.

  9. Other Business

    Board members were alerted to the fact that the co-chairs of the Great Lakes’ Boards will hold a roundtable discussion with the Commissioners from 9 am -12 noon on June 8, 2006 in Windsor, Ontario.

    The 141st meeting will be held in Windsor on June 7 with Workgroup meetings conducted in the morning and the Board meeting in the afternoon. Confirmation of locations and dates for meetings #142 and #143 was deferred until the next meeting.

  10. Adjournment

    There being no further business of the Board, Dr. Braden moved that the meeting be adjourned, with seconding by Jay Unwin. The motion was approved by all members.
