 Testimony at Technical Hearings is by invitation of the Commission. Members of the public may attend Technical Hearings as observers. 

Procedures for Technical Hearings

  • Witnesses will be by invitation only.
  • Witnesses will be grouped by topic into panels and will appear at a scheduled times.
  • Witnesses are asked to arrive at the hearing site 30 minutes before the time scheduled for their panel.
  • Each invited witness may be accompanied by two associates but only one member of the team may speak at the hearing.
  • Each witness may take 5-10 minutes to present oral testimony. Commissioners may ask the witnesses questions, but this dialogue will be in addition to the ten minutes for testimony.
  • The proceedings will be recorded. A record of the proceedings will be made available on-line at the IJC’s web site.
  • All witnesses must use the microphone(s) provided to accurately record the proceedings and to facilitate interpretation at the hearings in Montreal and Cornwall.  Comments not captured by a microphone will not be included in the record of comments.
  • Witnesses may use slides to support their testimony. Presentations should be brought to the hearing on a memory stick.
  • Witnesses are encouraged to submit background material in advance, including background information about the organization they represent and any other supporting materials. The materials will be reviewed by Commissioners so that witnesses do not need to use their time to present background information at the hearing. Please send material by email  by June 28.   • Written statements may also be submitted on the IJC website or by regular mail for receipt by August 31, 2013.
