The Commissioners invite the public to provide testimony at Public Hearings. The registration of witnesses will take place at the Public Hearings commencing 30 minutes prior to the start of the hearing.

Procedures for Public Hearings

  • Hearings will start and end at the announced times.
  • The public will be admitted to the hearing room 30 minutes prior to the scheduled start time. Advance access will not be provided.
  • A registration card will be given to each participant upon entering the hearing room.
  • Anyone wishing to provide testimony to the Commissioners must mark their selection on the registration card and submit the completed card at the registration desk.
  • The registration of witnesses may cease an hour after the start of the hearing.
  • The order of witnesses will follow the order that the cards are received at the registration, except for elected officials who, as a matter of courtesy, may be invited to testify first.
  • Testimony will be limited to three minutes per witness.
  • Witnesses may provide a written statement at the hearing as well as pictures and other printed materials to support oral statements. Witnesses are asked to provide eight copies of printed material for Commissioners and Secretaries. Slide or multi-media presentations will not be displayed at the public hearings.
  • The proceedings will be recorded and a record of the proceedings will be made available on-line at the IJC’s web site.
  • All witnesses must identify themselves and their affiliation (if any) and use the microphone(s) provided to accurately record the proceedings and to facilitate interpretation at the hearings in Montreal and Cornwall.  Comments not captured by a microphone will not be included in the record of comments.
  • If time permits, anyone who has already testified at the hearing, or at a previous hearing, may provide additional comments after other witnesses have had their first opportunity to testify.
  • Written statements may also be submitted on the IJC website or by regular mail for receipt by August 30, 2013.
  • Banners, posters, fundraising or the distribution of non-IJC literature or other materials will not be permitted inside the hearing room.
