To the International Joint Commission:

I would like to add my voice to the multitude you have already heard in support of the implementation of Plan B+. It is by far the best option currently available and a necessary step towards a regulation plan fit for the twenty-first century. Plan 2007 is a step backwards and would make our current problems even worse.

After adopting Plan B+ please move forward with research into the use of real-time data (as opposed to quarter-month averages) and a comprehensive hydraulic model to better understand and predict this dynamic system. You have a valuable treasure in your jurisdiction and it is imperative that you do everything possible to protect it.
