I would like to voice my support for the IJC's Plan B+ and my opposition to Plan 2007.

Many others have enumerated the environmental benefits of Plan B+, and the environmental degradation that the current plan has brought about, and I will not repeat them here. I understand that the IJC has felt it had to put a greater emphasis on protecting landowners as part of the IJC's mandate. While it may be desirable to help landowners negatively impacted by increased variability in waterlevels, the IJC should also consider that the public is almost assuredly the single largest landowner of shoreline. In the Rochester, NY area, we have for example, public land in Irondequoit Bay, at Sodus Bay, Braddock Bay and Hamlin Beach. These represent the public's stake in the shoreline, and the IJC therefore must give extra consideration to that which would benefit the public as a whole. Plan B+ would best improve the health of these environmentally sensitive ecosystems, which benefits their stakeholders--the general public.

It is my hope that the IJC will go back to the carefully researched Plan B+.
