It seems that the current 1958d plan is the best choice. As a second choice the D+ plan would be reasonable if the levels could be kept at a low enough level to protect the shoreline from continued loss. The environment of the lake has probably adapted over the last almost 50 years and will continue to evolve no matter what plan is chosen. It might be more effective to look at the other causes of problems with it such as invasive species.
