July 9, 2008 – Mr. Kenneth Patterson and friends, Morristown, New York

TO: IJC

Ten (10) people are sending this email in support of Plan B+! Please accept this email as a desire to NOT implement Plan 2007 and FOR Plan B+. I am concerned that, even after an outpouring of anti-Plan 2007 comments from the public across the board, the commission is still going forward with that plan. It is time that the voice of the people be heard and acted upon. I watched the entire IJC hearing via the internet and the appearance of a pre-meditated conclusion was appalling. Questions from various reporters in Ogdensburg, Massena, PBS, etc. were danced around with other than specific answers and people that should be aware of the answers, because they were voting on the issues, passed the mic to others for comment, etc. I am a native of the North Country, Ogdensburg in particular, and a current land owner on the St. Lawrence River (12 acres). I see the effects of the water level each year. Both the highs and lows are devestating and have become more pronounced over the years. Last year was a very bad year for low water levels, etc.

Plan B+ should be the plan to be enacted because:

  • Plan B+ benefits the River and Lake ecosystem as well as fishermen, hydropower production, and many other users of the St. Lawrence River and Lake Ontario;
  • Plan B+ benefits the environment because it allows for more natural fluctuation of the Lake Ontario/St. Lawrence River system; The public has spoken to you over and over at the various hearings and I, too, urge you to immediately implement Plan B+ - a sustainable water levels management plan that will protect and restore the St. Lawrence River and Great Lakes for generations to come; and Along with Plan B+ I encourage you to include funding for an adaptive management approach, which would include ongoing research of the impacts of water levels regulation on the River and Lake ecosystem.

Please hear the voices of those who see this every day and heed their call for enacting Plan B+. If your view is strategic and not political then it is the ONLY and BEST choice. Another damaging management plan is unacceptable for the River and Lake! Do what is best to change water levels management to restore the River.....enact Plan B+!

Thank you,

Kenneth Patterson
