Dear Secretary,

I know that last summer everyone seemed to complain of low water. After ice-out the level continues to come up and this year seemed to rise between 3 and 4 feet. At this point my shore line takes a beating, especially from the freighters. Luckily, last fall I had someone put in 30 feet of masonry wall which saved much of my natural stone to slough off. When the water is this high, I believe there should be a slower speed for the freighters. I understand they have a range of speed after they come into the section of river west of Quebec Head [west of Clayton]. It seems many of them travel at the high end of allowable speed. I believe that if the IJC is allowing the water to be as high as it is today and back toward ice-out, then there should be slower speeds for freighters. I'm not sure whether the organization that the freighter pilots/captains belong to polices their own, or is there some input from the Coast Guard? It is probably just a slap on the hand, but for me, it can get very expensive.
