Commissioners:

I wish to comment regarding the draft plan for water level regulation, Plan 2007. I find it difficult to understand why a program that is widely recognized as being ineffective has been allowed to be in place for over fifty years. I find this particularly upsetting when a study costing so very much in time and dollars is put aside in favor of maintaining basically the same old plan. It is not working, and the time to change is now. Please reconsider the immediate implementation of Plan B+. Do not allow the vail of mitigation to over shadow the need for action to protect most precious freshwater ecosystems.
