I have lived on the South shore of Lake Ontario for over 30 years. I have felt the pain, devastation, and economic loss that occurs from artificially high lake levels. I have to believe that it's easier to raise lake levels when they become to low, than to try and lower them when they become to high. Plan D+ is the lesser of the evils.
