I have to lean toward The Blended Plan. It sounds like a compromise and is closed to the existing plan. It protects the shoreline, where many live and pay high taxes for the property they see washing away or threatening their homes, yet is environmentally friendly. Extreme low water is an inconvenience, extremely high water can be a disaster for many.
