September 15, 2006 - Mr. Vance R. Jahnes-Smith, Wellesley Island, New York

International Joint Commission:

Thank you for the opportunity to comment on the study. I am a year round resident who is grateful for the privilege of living on waterfront property on Wellesley Island. Observing the water level fluctuations is a part of my daily routine. This is the time of year when the concern is: how fast and how far will the water level drop?

I am an active member of the International Water Level Coalition (IWLC) and fully endorse the IWLC's support of Plan B+. All indications are that Plan B+ would provide a significant benefit by allowing water levels to more appropriately reflect those which naturally existed prior to the Seaway's construction. It would also facilitate an extended boating season.

In addition, I respectfully request that the International Joint Commission give consideration to implementing a decision cycle which is more responsive than quarter month intervals. Timely decisions made with the support of existing technology may reduce the radical changes in water levels which have been observed in recent years.

Thank you for consideration of my comments.
