My choice for the best candidate regulation plan for the St. Lawrence River/Lake Ontario region is B+.

Compared to the 1958DD plan, B+ seems to have an overall positive economic benefit, a slight economic disadvantage for recreational boating for all regions when combined (with but a zero economic impact in the Ogdensburg area), a strong benefit for hydropower and commercial navigation, and a zero impact (same as plans A+ and D+) on water uses.

Though a brief analysis, plan B+ for my uses and purposes is the best candidate.
