I urge the International Joint Commission to replace the current water level plan, Plan 1959-D. I have read carefully the Final Report, Options for Managing Lake Ontario and St. Lawrence River Levels and Flows. This report makes it clear that an updated plan is necessary, one that utilizes timely data and considers contemporary interest groups.
I support the selection of Plan B+. This plan provides adequate water levels for all interest groups and most closely replicates the natural pre-Seaway seasonal cycle. As I stated in my July 9, 2005 letter to the IJC, U.S. Secretariat, part of my family's shoreline is an undeveloped and undisturbed wetland. It is now choked with cattails, driving out previously abundant plant and animal life. Plan B+ is the best way to return to something resembling a natural equilibrium between water levels and plant and animal life.
Much public money has been expended and countless hours of public involvement from two countries has been contributed to this long term water level study. The IJC must act responsibly and select a new control plan. Plan B+ is the best option.
