September 13, 2006 - Ms. Paula V. Street, San Diego, California

Dear Commissioners,

I have been a recreational boater and cottage owner in the Thousand Islands on the St Lawrence River for over 40 years and I am writing to support your decision to implement Plan A+ as described in the International Water Levels Study.

From my personal observations, wildlife has adapted to the currently managed water levels and many desirable species have multiplied in significant numbers including Blue Heron, Loons, Osprey, and Eagles. Although Muskrats have declined on my shoreline, river mink have expanded significantly as have beaver. Overall, contrasted to the conclusions of the Water Levels Study, I personally believe we have a richer wildlife environment than we had 40 years ago. I do not see any reason to "fix what's not broken" by selecting Plan B+.

I'm very concerned about the continued reports over recent years that the upper lakes have been reaching all time lows in water levels. It seems that many believe we are now subject to climate trends which have never been faced before and which are forecast to provide us with continuing reduced supplies of water. At this juncture of history, we need a plan such as Plan A+ which is dedicated to maintaining our minimum water levels in face of declining supplies.

I encourage you to select Plan A+, not only the best plan for boaters and cottage owners of the Thousand Islands area, but the overall best economic plan as identified in the study.
