Gerald E. Galloway, Jr., P.E., Ph.D.
Gerry Galloway is a professor of engineering at the University of Maryland, College Park and a senior consultant to the Titan Corporation. A civil engineer, public administrator and geographer, he also serves as a water resources and flood mitigation consultant to a variety of national and international government organizations. Prior to joining Titan, he was Secretary of the U.S. Section, International Joint Commission. In 2002 and 2005, he served as General Chairman of National Water Policy Dialogues sponsored by federal water agencies.

Panelists


G. Tracy Mehan, III
G. Tracy Mehan, III, currently serves as principal at the Cadmus Group. Prior to this, he served as Assistant Administrator for Water at the U.S. Environmental Protection Agency from 2001-2003; Director of the Michigan Office of the Great Lakes and a member of the governor's cabinet from 1993-2001; and as Associate Deputy Administrator of EPA in 1992. Prior to that he served as director of the Missouri Department of Natural Resources.

Elizabeth Dowdeswell
Elizabeth Dowdeswell, currently President and CEO of the Nuclear Waste Management Organization, has had an extensive career in government, education and international affairs. She has served as executive director of the United Nations Environment Program; permanent representative to the World Meteorological Organization; principal delegate to the Intergovernmental Panel on Climate Change; and Canadian Chair of the Great Lakes Water Quality Board of the International Joint Commission. A former Assistant Deputy Minister of Environment for Canada, Ms. Dowdeswell has been a member of numerous Canadian and international boards, advisory panels and commissions.

Paul Muldoon
Paul Muldoon is the Executive Director of the Canadian Environmental Law Association (CELA), a public interest group whose mandate is to use and improve laws to protect the environment. He also teaches environmental law and policy at the University of Toronto and York University. He has written extensively on water issues and has been a member of the Municipal/Industrial Strategy for Abatement (MISA) advisory board and the Science Advisory Board of the International Joint Commission.

John Mills
John Mills is currently the Vice President responsible for Content and Forecast Operations with Pelmorex Inc., The Weather Network. From 1993 to 2004 he served as Regional Director General, Ontario Region, at Environment Canada and was responsible for the design and delivery of all Environment Canada's programs including environmental conservation, environmental protection and weather services in the province. He was the Canadian lead for the Great Lakes Program, negotiating, in 1995 and 2002, the Canada-Ontario Agreement Respecting the Great Lakes. He also served as co-chair of the Great Lakes Water Quality Board of the International Joint Commission.
